mejorar el desempe\u00f1o de la Unidad para la Igualdad de G\u00e9nero del Congreso del Estado, mediante su correcta integraci\u00f3n y con un protocolo en la materia que garantice la aplicaci\u00f3n del principio de igualdad sustantiva en aquellos espacios en donde a\u00fan existen desigualdades, las diputadas y diputados de la LXIII Legislatura reformaron la Ley Org\u00e1nica del Poder Legislativo del Estado.<\/p>\n<p>Esto a propuesta de la diputada Patricia Doroteo Calder\u00f3n y el diputado Bernardo Ortega Jim\u00e9nez, quienes argumentaron que uno de los temas de mayor relevancia y trascendencia en la actualidad es lo relativo a la igualdad sustantiva entre mujeres y hombres, prueba de lo cual son las reformas constitucionales para establecer la paridad en todo y fortalecer las pol\u00edticas de empoderamiento de las mujeres en la vida p\u00fablica de las instituciones.<\/p>\n<p>De acuerdo con el dictamen emitido por la Comisi\u00f3n de Estudios Constitucionales y Jur\u00eddicos, actualmente las legislaturas locales reflejan igualdad sustantiva entre mujeres y hombres; sin embargo, se le debe dar mayor solidez a las \u00e1reas administrativas encargadas de velar por la construcci\u00f3n y cumplimiento de acciones que tienen como fin vigilar el cumplimiento efectivo de una igualdad sustantiva.<\/p>\n<p>En este caso, destaca que en el Congreso de Guerrero existe la Comisi\u00f3n para la Igualdad de G\u00e9nero, as\u00ed como su respectiva unidad, con funciones inherentes a atender la discriminaci\u00f3n, exclusi\u00f3n y hostigamiento hacia las mujeres, haciendo prevalecer el reconocimiento y respeto de sus derechos humanos.<\/p>\n<p>Sin embargo, apunta que para prevenir y atender la violencia de g\u00e9nero y la violencia pol\u00edtica contra las mujeres en el Congreso, es necesario impactar dentro de nuestra legislaci\u00f3n, previendo la obligaci\u00f3n de que exista un protocolo inherente a prevenir y atender estos casos.<\/p>\n<p>La reforma establece que la Unidad para la Igualdad de G\u00e9nero es el \u00f3rgano t\u00e9cnico responsable de Fomentar, planear, y dirigir las acciones para institucionalizar la perspectiva de g\u00e9nero y el enfoque de derechos humanos dentro del Congreso, asegurando la observancia de los derechos fundamentales, as\u00ed como la igualdad sustantiva entre mujeres y hombres; la no discriminaci\u00f3n en todas las \u00e1reas del recinto legislativo, as\u00ed como promover ambientes laborales libres de violencia en cualquiera de sus modalidades.<\/p>\n<p>Para cumplir con lo anterior, la Unidad para la Igualdad de G\u00e9nero, elaborar\u00e1, actualizar\u00e1 y presentar\u00e1 ante la Comisi\u00f3n de Igualdad de G\u00e9nero el Protocolo para la Prevenci\u00f3n, Atenci\u00f3n y Sanci\u00f3n de la Violencia de G\u00e9nero en el Congreso del Estado, a efecto de que este sea aprobado por el Pleno de la LXIII
