{"id":1765,"date":"2022-01-14T09:16:58","date_gmt":"2022-01-14T15:16:58","guid":{"rendered":"https:\/\/congresogro.gob.mx\/63\/inicio\/?p=1765"},"modified":"2022-01-17T09:17:56","modified_gmt":"2022-01-17T15:17:56","slug":"establecer-la-atencion-a-las-comunidades-afromexicanas-en-la-ley-del-municipio-libre-propone-julieta-fernandez","status":"publish","type":"post","link":"https:\/\/congresogro.gob.mx\/63\/inicio\/2022\/01\/14\/establecer-la-atencion-a-las-comunidades-afromexicanas-en-la-ley-del-municipio-libre-propone-julieta-fernandez\/","title":{"rendered":"ESTABLECER LA ATENCI\u00d3N A LAS COMUNIDADES AFROMEXICANAS EN LA LEY DEL MUNICIPIO LIBRE, PROPONE JULIETA FERN\u00c1NDEZ"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>Chilpancingo, Gro., a 14 de enero 2022<\/strong>.- La diputada Julieta Fern\u00e1ndez M\u00e1rquez present\u00f3 una iniciativa de reforma a la Ley Org\u00e1nica del Municipio Libre del Estado, para que en los ramos de la administraci\u00f3n municipal que tienen a su cargo regidoras y regidores, se incluya la atenci\u00f3n a las comunidades afromexicanas.<\/p>\n<p style=\"text-align: justify;\">En la propuesta de reforma que fue turnada a la Comisi\u00f3n de Asuntos Pol\u00edticos y Gobernaci\u00f3n rese\u00f1a que en M\u00e9xico hay un n\u00famero significativo de mujeres y hombres afromexicanos, y el a\u00f1o 2020 hab\u00eda dos millones 556 mil 213 personas afrodescendientes en el pa\u00eds, y de acuerdo con el total de su poblaci\u00f3n los estados con mayor proporci\u00f3n son Guerrero con el 8.6 por ciento, seguido por Oaxaca, Baja California Sur, Yucat\u00e1n, Quintana Roo y Veracruz.<\/p>\n<p style=\"text-align: justify;\">Dijo que ante estas cifras poblacionales es importante el reconocimiento a este sector de la poblaci\u00f3n para consolidar sus derechos y con ello dar cumplimiento a la Constituci\u00f3n Pol\u00edtica de los Estados Unidos en materia de reconocimiento de los pueblos y comunidades ind\u00edgenas para garantizar su libre determinaci\u00f3n, autonom\u00eda, desarrollo e inclusi\u00f3n social.<\/p>\n<p style=\"text-align: justify;\">Por ello, dijo que es importante adecuar la Ley Org\u00e1nica del Municipio Libre tomando en cuenta que el primer responsable de atender las necesidades de la poblaci\u00f3n son los ayuntamientos municipales, por lo que la reforma planteada por Julieta Fern\u00e1ndez M\u00e1rquez propone plasmar que son facultades y obligaciones de las municipalidades atender los asuntos ind\u00edgenas y afromexicanos a trav\u00e9s de la coordinaci\u00f3n con los gobiernos del estado y la federaci\u00f3n a efecto de proporcionar pol\u00edticas p\u00fablicas en la materia y emitir la reglamentaci\u00f3n necesaria para la atenci\u00f3n de los asuntos ind\u00edgenas y afromexicanos.<\/p>\n<p style=\"text-align: justify;\"><strong>Iniciativas <\/strong><\/p>\n<p style=\"text-align: justify;\">El diputado Carlos Cruz L\u00f3pez present\u00f3 dos iniciativas, una de reformas a la Ley de Trabajo de los Servidores P\u00fablicos al Servicio del Estado, para que los conflictos laborales que surjan entre el Poder Judicial y sus trabajadores, se ventilen ante una instancia independiente y especializada en materia laboral, como el Tribunal de Conciliaci\u00f3n y Arbitraje del Estado.<\/p>\n<p style=\"text-align: justify;\">La segunda para derogar diversas disposiciones de la Ley Org\u00e1nica del Poder Judicial del Estado, para trasladar las Juntas de Conciliaci\u00f3n y Arbitraje al Poder Judicial, con una nueva denominaci\u00f3n de &#8216;Juzgados Laborales&#8217;, y el mismo pueda juzgar en materia laboral, penal, familiar y civil.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Chilpancingo, Gro., a 14 de enero 2022.- La diputada Julieta Fern\u00e1ndez M\u00e1rquez present\u00f3 una iniciativa de reforma a la Ley Org\u00e1nica del Municipio Libre del Estado, para que en los ramos de la administraci\u00f3n municipal que tienen a su cargo regidoras y regidores, se incluya la atenci\u00f3n a las comunidades afromexicanas.
