junio de 2024.-<\/strong> El Congreso del Estado aprob\u00f3 la Ley de Atenci\u00f3n a Desastres, Reconstrucci\u00f3n y Recuperaci\u00f3n del Estado de Guerrero, con el objetivo de establecer los mecanismos de acci\u00f3n y reacci\u00f3n que las autoridades estatales y municipales deber\u00e1n contemplar antes y durante una situaci\u00f3n de emergencia ocasionada por fen\u00f3meno natural, as\u00ed como para definir las acciones inmediatas de reconstrucci\u00f3n de la infraestructura afectada y las reactivaci\u00f3n de las actividades econ\u00f3micas.<\/p>\n<p>Las Comisiones Unidas de Protecci\u00f3n Civil y de Justicia, despu\u00e9s de haber valorado los motivos, trascendencia y alcances contenidos en la iniciativa, consideraron que se fundamenta en las disposiciones convencionales, constitucionales y legales, as\u00ed como en los aspectos de legalidad, homogeneidad en criterios normativos aplicables, y tampoco se contrapone a ning\u00fan ordenamiento jur\u00eddico en la materia, ante lo cual determinaron su dictaminaci\u00f3n en positivo.<\/p>\n<p>Las diputadas y diputados resaltaron que, de modo particular, Guerrero es considerado como un espacio de riesgo s\u00edsmico constante y con diversos desastres que victimizan a pueblos y comunidades, no solo como colectividades, sino como familias en lo individual, aunado a las secuelas emocionales que deja en las personas que lo padecen, as\u00ed como da\u00f1os muchas veces en sus vidas, en sus propiedades, en los servicios y en la ecolog\u00eda, con costos imprevisibles.<\/p>\n<p>Por ello, reafirmaron su respaldo a la iniciativa de ley promovida por el diputado H\u00e9ctor Apreza Patr\u00f3n porque coadyuva a la recuperaci\u00f3n ante situaciones de desastre natural, estableciendo par\u00e1metros de corresponsabilidad, acciones para la recuperaci\u00f3n econ\u00f3mica, el restablecimiento de cadenas productivas y de servicios, generaci\u00f3n de esquemas de ingreso y autoempleo, garantizando los derechos humanos de las v\u00edctimas.<\/p>\n<p>Se establece, asimismo, la creaci\u00f3n de un Consejo Consultivo de Reconstrucci\u00f3n y\/o emergencia Econ\u00f3mica que fungir\u00e1 como instancia consultiva y de vinculaci\u00f3n con los sectores laboral, social, empresarial y financiero, con el Poder Ejecutivo estatal y las organizaciones del sector productivo.<\/p>\n<p>La Ley de Atenci\u00f3n a Desastres, Reconstrucci\u00f3n y Recuperaci\u00f3n del Estado pretende dar un enfoque m\u00e1s organizativo y preventivo, ubicando en el mismo status a un riesgo, una emergencia y un desastre, considerando los tipo geol\u00f3gico, hidrometeorol\u00f3gico, qu\u00edmico, sanitario y socio-organizativo, no dejando de lado nuevos tipos de fen\u00f3menos, tanto naturales como derivados de la acci\u00f3n del hombre.<\/p>\n<p>De la misma forma, establece que las autoridades estatales y municipales deben reconocer, facilitar y promover la participaci\u00f3n de la sociedad civil organizada para definir y articular esfuerzos en el dise\u00f1o e implementaci\u00f3n de pol\u00edticas p\u00fablicas en materia de preparaci\u00f3n, auxilio, atenci\u00f3n, procesos de reconstrucci\u00f3n y restablecimiento ante fen\u00f3menos que impliquen una situaci\u00f3n de desastre, as\u00ed como regular las acciones de voluntarios, brigadistas y las donaciones de apoyos y asistencia humanitaria para atender y salvaguardar la integridad f\u00edsica, emocional, patrimonial y econ\u00f3mica de quienes lamentablemente resulten afectados, entre otras
